A3860, sponsored by Assemblypersons Reynolds-Jackson (Hunterdon and Mercer), DeAngelo (Mercer and Middlesex), and Verrelli (Hunterdon and Mercer), Establishes certain medical billing requirements concerning specific nature of charges or expenses for health care services. VIEW

Identical Legislation: S2795, sponsored by Senator Turner (Hunterdon and Mercer). VIEW

NJDA Statement: This bill would mandate that healthcare providers provide patients with an itemized statement or bill, in plain language, detailing the specific nature of the expenses charged to the patient within thirty (30) days after discharge, or within seven (7) days of a written request. The NJDA explained to legislators that while we appreciate the intent of this effort, this requirement would be untenable for dental practices to comply with, especially considering most practices are small businesses.

Further, under the new state law, linked HERE, dentists are already required to obtain a written informed consent form from all patients prior to treatment. This consent form includes the treatment plan, estimated costs, and suitable alternatives, rendering this legislation moot, and unnecessarily tedious and cumbersome for dental offices.
